The game has now been rated by the German USK rating system and the Australian rating board, and while the game has not specifically been revealed as an XBLA title, the lack of formal announcement before it pops up on a rating board usually means the system will be going to be a downloadable game.
No idea who the developer might be -- might be internal EA, but we'll keep an eye out on the game in the coming months.
